Stake 90% unused ETH (Take 2)

Proposal to stake 90% unused ETH across Lido (https://lido.finance/) and Rocket Pool (https://rocketpool.net/) liquid staking services.

For reference Lido and Rocket currently hold $12 and $1.5 billion in their respective protocols with yields of ~5% / year.
