Survivor DAO - Initial Test Proposal

Mirroring the current Survivor DAO initial test proposal here so Genesis Adventurers can vote with the Genesis Project's $SURVIVOR allocation. Note in the Survivor DAO funding proposal https://snapshot.box/#/s:genesisproject.eth/proposal/0xd7295f6c638de66f1d7480790ffb24f1d8f04b4ef449d4eb34310387bb3934e7 it was stated the results from Genesis Project would be applied pro-rata but this is unfortunately not possible with Open Zeppelin's standard delegation component so instead the Genesis Project will vote Yes, No, or Abstain with all of it's $SURVIVOR votes based on this result.

Summary This proposal serves as a test transaction to withdraw 1 STRK from the treasury.

The purpose is to validate the governance configuration and confirm that the system can reliably reach and record the 3M quorum threshold.

In parallel, there is a separate proposal introducing an upgradable version of the governance contracts, designed to align with the structure of the Wyoming LLC. A vote on this will translate to a vote on that so we can check the same functionality.
