Approve use of up to 50E to purchase Loot ecosystem assets

--Proposal-- Approve use of up to 50E to purchase Loot ecosystem assets that include support for Genesis Adventurers in their base layer.

--Summary-- To show our support for the projects that have supported us and provide additional incentivize alignment between Loot communities, I propose we use up to 50E from our treasury to buy and hold assets from select Loot projects.

--Additional Details-- A yes to this proposal will authorize the use of up to 50E from treasury to purchase assets from the following projects:

1. Loot
2. Realms
3. HyperLoot
4. Loot Explorers

The above projects were selected because they satisfy the following criteria:

1. Building on Loot
2. Include support for Genesis Adventurers
3. Provide a native asset we can reasonably buy/hold

To provide flexibility and efficiency in the conversion of our ETH to Loot assets, the amount of assets purchased per project will be left to the judgement of Genesis Historians with the following serving as a general guideline:

1. Realms (20-30E)
2. Loot (10-20E)
3. HyperLoot (5-15E)
4. Loot Explorers (1-5E)

If approved, the assets will be purchased over a period of time to establish a competitive purchase price and reduce benefit of someone front running. T
