[GCP-009] Upgrade Gitcoin Governance Contracts
Summary
Gitcoin has been working with ScopeLift for a number of months to develop, test and now implement new onchain governance contracts for the Gitcoin DAO. These new contracts are built on tested Open Zeppelin contracts that bring Governor Bravo functionality to our DAO’s governance. These new contracts also have the Flexible Voting extension which has been audited twice.
Flexible Voting provides a permissionless interface for integration and experimentation via voting contracts, enabling a host of new use cases to eventually be built (layer 2 voting, shielded voting, new delegation schemes, etc…). It is our goal to have the DAO review and approve the upgrade to these new contracts, and then for us to migrate our governor contracts.
Details
This vote is to approve the governor upgrade without moving funds out of the treasury first. We are proposing not moving funds as the DAO just recently moved 3M USDC to a multisig controlled by CSDO and we feel like that should offer sufficient safety net.
There has been decent discourse on the governance forums and I encourage everyone to check out the dialog happening there if you want more details on the benefits, risks and why we are pursuing this.

There will be three options to select from: 1 - Vote to upgrade the governor contracts without making any changes to the details in which currently follow (ie, threshold, quorum, duration, etc. will all remain the same and can be adjusted at a later date). 2 - Do not upgrade the governor contract at this time. 3 - Abstain
