Allocate 8.5 million GIV to extend GIVpower rewards for 6 months until June 2025

This is a request for GIV from the GIVgarden (controlled by the community of GIV holders), for 8.5 million GIV to be used to fuel GIV (GIVpower) staking incentives on Optimism, Gnosis Chain and Polygon zkEVM.

Current program ends: Nov 26, 2024 Extension will end: June 10, 2025 Request amount: 8,500,000 GIV From: GIVgarden

These rewards will be used to reward stakers (with streaming GIV rewards) on all 3 supported chains for GIV staking. The distirbution accross chains will be as follows:

45% on Optimism 30% on Gnosis 25% on Polygon zkEVM

If we integrate any new chains, 10% of the remaining rewards will be used for that chain's incentives, and this will be taken proportionally from each other supported chain.
