DAO Ops Season 2.5 Proposal - Merging Rewards

Rewards WG is migrating its work to be under DAO Ops in the interest of decreasing the overall administration costs of the Giveth DAO.

In the interest of accountability we have modified the DAO Ops Season Proposal to reflect this change and updated deliverables & budget of DAO Ops to include Rewards System tasks.

As always this Season Proposal will include 4 options to decide the scope of DAO Ops going forward - GROW, SUSTAIN, SHRINK and NO (halt the WG)
