Should we loosen the GIVbacks eligible requirements for projects?

As part of the proposed transition to Decentralized Verification we would make it possible that projects that do not meet Giveth's definition of "Public Good" could yield GIVbacks to their donors, under certain conditions.

there will be parameters that can be adjusted to control the difficulty of non public good projects to be GIVbacks Eligible, such as through the issuance of points from Giveth Verifiers and the threshold of points required to become GIVbacks Eligible.

In addition projects looking for GIVbacks eligibility would need to submit an "Impact Audit" - similar to the current project verification form, but project applications would not have to be explicitly approved by a member of the Verification team to be eligible for GIVbacks, given they already meet the verification points requirement.
