Should we shut off the univ3 rewards?

The univ3 rewards program is being taken advantage of, with huge rewards going to one party who is dumping the GIV and hurting the economy.

If this vote passes, we will shut off the rewards program on March 21. Next steps would be:

1. Communicate to our users that we’re shutting it off & ask them to claim rewards
2. On March 21, take a snapshot of current stakers & unclaimed rewards earned
3. Shut off rewards program
4. Distribute any unclaimed rewards to users to be claimed
