[GIVEsnap 2]: Should GivePOINTS reward be awarded to verified project owners? (On Mainnet)

Summary

Allocate GivePOINTS to the grants creators/owners that are verified.

Abstract

One of the reasons why GivePOINTS was created by the GiveStation team is to reward contributors who donate to listed projects. The intention was to give each grants its own amount of GivePOINTS but only the contributors currently benefit from it leaving the grant owners out.

We need a consensus on this decision and due to the current feedback we are getting from the ongoing testnet event, we have come to realize the grant owners also play a huge role in the system and they deserve some reward for this apart from getting the grant.
