Proposal to amend the actual governance process : extend the discussion phase, introduce new quorums according to the different proposal types.
The actual governance process that was made during early days of the DAO shows flaws that need to be adressed : There is no mandatory discussion period, quorum is low, and there is no process to dismiss a contributor under an ongoing retainer.

Increase discussion and vote time Once the proposal is out in the proposal channel, it's up for open discussions/modifs/temp check at the same time. One proposal must be open for discussion for at least 5 days (before Monday 00:00UTC) to be included into the GC on Saturday 00:00UTC, provided that they successfully passed the temp check phase with <20 red reactions, otherwise it would be pushed until next GC. The snapshot phase would also be extended by 24 additional hours (Monday 00:00UTC to Thursday 00:00UTC).
Dismissing a contributor currently under an ongoing retainer. The DAO may terminate an individual on retainer following a serious default of the contributor’s obligations under the terms of the agreed upon retainer or upon gross misconduct of the contributor which gives rise to a right to dismissal. Gross misconduct is defined as an act or omission that is flagrant and deliberate, and that substantially deviates from the standards of behavior that are commonly acceptable. Examples of gross misconduct may include, but are not limited, to: gross negligence, offensive behavior, theft, or reputational or financial damage to the DAO. The DAO member initiating the proposal must document written notice to the contributor and proof of gross misconduct or recurrent failure of contract obligation. The dismissal must be voted on and approved according to the governance process in place at that time. Quorum for a dismissal of a contributor with an ongoing retainer must be at least 120 votes.
