Create a BNB Market on GMX V2 (Arbitrum)

This governance vote is aimed at determining the potential establishment of a BNB Market within the GMX V2 deployment on the Arbitrum Mainnet.

Please consider this vote in conjunction with the guidelines outlined in the V2 Genesis Parameters (https://snapshot.org/#/gmx.eth/proposal/0xe5631173e5f81906e0497b6fe209ef2c72b4b8d882a0250ce0feeafb8278fb72), encompassing considerations for risk, delegations, and other pertinent aspects. Additionally, reference the specific Genesis and market parameters proposed for the creation of the BNB Market (https://gov.gmx.io/t/bnb-bnb/2941).

It is important to note that this vote adopts a ranked-choice approach, allowing participants to express preferences regarding the potential creation of either a synthetic market (WETH-USDC) or a bridge-backed market (WBNB-USDC) in collaboration with LayerZero. Ranked-choice voting empowers governance to determine relative support between one, both, or neither of the proposed solutions.

The result of this vote will be the single highest voted option, at the end of the ranked choice process. If an additional secondary market is sought (separate synthetic + bridged), that will be determined by an additional vote for the creation of that market.
