Summary

Following the Request for Proposals (RFP) process initiated on Jan 8th to identify qualified providers for GnosisDAO’s operational liquidity, endowment management, and governance-related treasury activities, this proposal facilitates the final selection of the service provider.

A total of 22 valid proposals were submitted by the deadline. This vote will determine which provider receive the mandate.

Background: The RFP Requirements

The DAO sought qualified treasury operators to manage on-chain and off-chain activities with a focus on reliability, transparency, and crypto-native execution.

The Core Mandate Includes:

  1. Gnosis Chain Liquidity: Managing multi-currency liquidity (EURe, GBPe, etc.), DeFi markets, bridges, and solver incentives.
  2. Endowment Management: Active management of ETH and stablecoin assets (yield, risk-adjusted alpha, rebalancing).
  3. Governance & Operations: Participating in relevant governance (e.g., veBAL, Aura), monitoring proposals, and acting as a delegated committee for DAO-controlled entities.
  4. Reporting: Live dashboards, monthly reports, and risk monitoring (24/7 alerts).

Constraints:

  • Budget: Total annual cost ≤ $1.5M.
  • Custody: Non-custodial preference (Assets remain with DAO-controlled entities).

Voting Process

This proposal utilizes Ranked Choice Voting.

  1. Rank your choices: Select the candidates you support and order them by preference (1st Choice, 2nd Choice, etc.).
  2. Counting: Initially, votes are counted for everyone's #1 choice. If a candidate receives >50% of the vote, they win immediately.
  3. Runoff Rounds: If no candidate gets >50%, the candidate with the fewest votes is eliminated. Votes for that candidate are transferred to those voters' next preference. This process repeats until a winner emerges.

The winning provider will be authorized to initiate the legal onboarding process with the relevant DAO-controlled entities to formalize the mandate.

ℹ️ Note on the New System: This is the first time GnosisDAO is utilizing Ranked Choice Voting.
