Authorize the DAO Leaders to Set Aside Up to 2 ETH to Use as a Hedge to Protect the DAO Wallet

Despite having spent several ETH already, the Dollar Value of the DAO Wallet is currently at its peak. We are seeking authorization to strategically convert up to 2 ETH to USDC to act as a hedge to protect the DAO Wallet from natural ETH volatility. The Captains will use these funds to convert between ETH and USDC as deemed appropriate given market conditions.
