Authorize the DAO Leadership to Set Aside 2 ETH from the Community Wallet for Gas Fees and Other Misc. Operational Expenses

This Authorizes the DAO Leadership to use up to 2 ETH to cover any gas costs and other miscellaneous operational expenses that we incur while performing our duties.
