Proposal for Golff Community Governance /Golff社区治理流程提案

Golff community governance participation has gradually increased, we hereby propose the Golff community governance framework proposal, hoping to make community governance run in a more standardized and orderly manner .

A completed Golff community governance proposal requires 4 steps: 1. Initiate a Proposal 2. Proposal publicity and optimization 3. Proposal voting 4. Proposal execution and supervision

Initiate a Proposal

-- discover the optimizable points and problems of Golff, and find a solution to promote the better development of the project

-- In the process of participating in community discussions, community members discover the points that Golff could be optimized, explor for solutions, and initially form proposals. The early stage of the proposal can be fully discussed in the community to facilitate the complete presentation of the proposal.

Proposal publicity and optimization

-- The proposal initially formed by the community often has shortcomings. During the publicity period, GOF token holders in the community can participate in the discussion, thereby optimizing the content of the proposal.

--After the community has fully discussed the proposal, the proposal can be publicized in the Golf Vote section. The publicity time is 48 hours. During the publicity period, community users can continue to leave messages to make optimization suggestions and initiate reasonable discussions.

If there is something wrong with the proposal, the proposal initiator can delete the original proposal and re-initiate the proposal for corresponding publicity. The proposal was officially approved after 48 hours of publicity and support from more than 10 people. During the publicity period, if the proposal is found to be politically sensitive or insulting vocabulary, the core team of Golff have the right to stop publicizing the proposal in the Vote section.

Proposal Voting

--publicly approved proposal will be widely voted in the community, so that the finally approved proposal can represent the ideas of most GOF holders.

-- For the approved proposal, the core developer initiates a proposal voting on the snapshot, and the main content of the proposal must be consistent with the published content.

For proposals that pass the public announcement, the core developers will synchronize the snapshot voting page of the proposal with the Vote section of the Golff product website to increase the exposure and participation of the proposal. -- A proposal must pass the referendum to meet the following conditions: a. The proposal has gone through a 48-hour publicity process b. The voting time is no less than 24 hours c. More than 300,000 GOFs participated in the voting d. The result is passed or agreed

Proposal execution and supervision -- The proposal passed by the community must be implemented by the official team and the volunteer team, and be supervised by the community

-- The proposal passed by the vote must be claimed by the group involved (development, strategy, product, community operation, content output) within 24 hours and start to arrange the implementation. Golff社区治理参与度逐步提升，但是越是活跃的社区治理就暴露了越多现在治理框架确实的缺陷，因此特此提出Golff社区治理框架与范式提案，希望能让社区治理更具有规范与秩序地运行。

一个完成的Golff社区治理提案需要进行4个步骤：1. 提案产生 2. 提案公示与优化 3. 提案公投 4. 提案执行与监督

提案产生 该步骤目的：发现Golff项目的可优化点和问题，找到可以解决方案从而助推项目更好的发展 实现方式：社区成员在参与社区讨论以及交流的过程中，发现Golff项目可以优化的点，并探究寻找解决方案，初步形成提案。提案前期可在社区展开充分讨论，便于提案完整呈现。

提案公示与优化 该步骤目的：社区初步形成的提案往往存在不足之处，在公示期间，可以让社区更多的人参与讨论，从而优化提案内容。 实现方式：社区在充分讨论提案后可在Golff Vote板块进行提案公示，公示时间为48小时，公示期内，社区用户可以继续进行留言提出优化建议并展开合理性的讨论，若没有异议可对提案内容进行支持投票。如若提案存在瑕疵，提案发起人可删除原提案并重新发起提案进行相应公示。提案在经过48小时公示，并获得超过10人的支持，提案才算正式通过。在公示期内，若发现该提案具有政治敏感性或侮辱性词汇，Golff核心开发者有权将该提案在Vote板块停止公示。

提案公投 该步骤目的：将公示通过后的提案在社区进行广泛的投票，让最后通过的提案能代表大多数GOF持币用户的想法。 实现方式： 公示通过的提案，由核心开发者在snapshot上发起提案投票，提案主要内容须与公示内容相符。对于通过公示的提案，核心开发者将会把此提案的snapshot投票页面同步于Golff产品网站的Vote板块，增加提案的曝光度与参与度。 提案通过的认定：一个提案公投通过必须同时满足以下几个条件：a. 提案经过了48小时的公示流程 b. 投票时间不少于24小时 c. 参与投票的GOF超过30万枚 d. 投票表决结果为通过

提案执行与监督 该步骤目的：社区投票通过的提案需要由核心团队以及志愿者团队共同执行完成，接受社区的监督 实现方式：投票通过的提案，需由涉及到的组别（开发、策略、产品、社区运营、内容输出）在24小时内认领执行任务，并开始安排执行，具体执行进程将通过Golff每周项目进展周报进行社区同步。 --Golff官方团队
