Noun 93 Retroactive Payment

This is a proposal to retroactively fund wallet 0x38A4D889a1979133FbC1D58F970f0953E3715c26 for the purchase of Noun 93 on 01NOV2021 for the amount of 133.69 ETH.

The retroactive payment will be funded from the GOOP Troop treasury and will compose of two payments:

First - 120 ETH payed out at the completion of this proposal. Second - 13.69 ETH at a later date when treasury has a healthy amount of funds to do so.

Noun 93 will be transferred to the GOOP Troop Multisig on confirmation of first payment.
