Fund Nouns Delegate for Gas Fees

swift, the GOOP TROOP Nouns DAO delegate, votes the GOOP TROOP Nouns in Nouns DAO in accordance with the Snapshot votes taken here. Voting in Nouns DAO is on-chain and requires the delegate to pay a gas fee (see an example here).

This proposal proposes to fund swift in the amount of 0.60 ETH from the GOOP TROOP multi-sig wallet to be used for gas associated with voting (approximately 100 voting transactions) and reimburse prior gas fees incurred by swift. In the first year of Nouns, there were 124 proposals (but some were cancelled), so this grant of funding will cover about a year of proposals assuming the year 1 proposal cadence happens in year 2 and reimburse swift for past gas fees incurred.
