Sponsor Nouns on the Ground Proposal to Nouns DAO

This proposal will authorize GOOP TROOP multi-sig signers to sponsor the Nouns on the Ground proposal on-chain to Nouns DAO for a vote. Sponsoring the proposal does not incur any cost to GOOP TROOP aside from gas fees associated with placing the proposal on chain. There is sufficient ETH in the multi-sig to cover gas fees.
