Airdrop raffle tickets to historical vGHST holders?

When we started this project, we did not expect such a long delay between raffles. Many community members have expressed frustration over the past few months that early depositors may not benefit as much as later depositors if we simply sell all the raffle tickets for GHST.

So the Vault Managers are proposing that we airdrop a percentage of the accumulated frens to vGHST stakers in the form of raffle tickets. We propose allocating a # of frens to each of the past 18 weeks, and divvying up those frens based on the percentage of total vGHST each user held that week. This way, someone who had 100 GHST staked for 18 weeks will get significantly more raffle tickets airdropped to them than someone who staked 100 GHST 2 weeks ago.

Initial feedback regarding this proposal has been very positive in the Discord discussion thread, and we are now putting this to an official VLT vote. We currently have 370m frens accrued, plus 60m frens-worth of tickets minted. So, for example, if we allocated 10m frens to each of the past 18 weeks, we could airdrop a little less than half the frens we've accrued.
