TT-13 - Update Bruxa's Multisig Ledger

Synopsis

Update the multisig with Bruxa's most recent and active ledger, remove their old ledger from the multisig.

Motivation

The current wallet being used on the multisig for Bruxa is an old ledger I no longer want to use. I recently got a new one that will be more up to date and is my active ledger going forward.

Specification

1. A transaction will approve the addition of Bruxa's active "ORANGE" wallet : 0x0Cb1D93daEc77Df2ED7Db31C040Fd2174452bD9F
2. A second transaction will approve to remove Bruxa's old, inactive "COLD" wallet address: 0x114cAeAf94B2D74F44D1bB7f7d10D449b5a38850

Rationale

I should only have one address, the most recent and active one, listed on the multisig for transparency and security.

Risks

The specs could be done in the wrong order keeping me off the multisig and incurring more transaction fees. Gas could be high, It could take too long for another MultiSig signer to approve, and my ability to vote could be delayed.

Timeline

During the next proposal submission part of the funding cycle (2 weeks from now) so I can vote during this funding cycle.
