Add @Jango as a Multisig Signer

Synopsis Proposal adds community leader, @jango's ethereum address to the Thirsty Thirsty Gnosis multisig.

Motivation We need more multisig signers that are online more often and present in Discord. @jango is an XP, major web3 contributor, and works online building operating blockchain based communities/projects. Jango has exemplified a dedication to the Thirsty Thirsty vision, presence in its growth, and enthusiasm to support the DAO's future. More attentive signers means speedier bureaucratic processes.

Specification Multisig sends a transaction to add the address jango.eth in the safe. This must confirmed by another multisig holder to go through.

Rationale This is how our Gnosis multisig works.

Risks Since our threshold is only 2 signers, more signers means transactions can go through faster which could lead to less cross-checks. Speed could also lead to mistakes.

Timeline The additions will be made within 4 days after approval of the SnapChat final vote.
