Give the multi-sigs the discretion to buy ICs

We need more headroom to make deals beyond our last vote. Voting "yes" would give the Grailer team and multi-sigs the authority to make deals around the IC floor price as needed. We won't necessarily pay the floor price, but it would be up to their discretion to do deals.

Without this, we won't be able to buy ICs in the current market.
