Grant for Ambassadors Council's Optimism Multi-sig

The Synthetix Ambassadors have an L1 Gnosis multi-sig which was initially incompatible with Optimism Gnosis Safe infrastructure. This multi-sig has about 1.3M $OP delegated to it from the community which is sitting dormant given that it was inaccessible through the Gnosis UI.

In the past couple months, thanks to the help of various parties, the Ambassadors now have a custom UI that they can use to interact with the Safe. https://ambassador-council.web.app/

However given that the multi-sig will only be used for voting on snapshot, there is functionality that is more complicated than simple interactions needed in order to cast votes.

Essentially the custom UI needs WalletConnect support in order to cast votes. A Gnosis dev has a solution and has quoted a sum of $4K to implement WalletConnect functionality for the custom Safe.

This is basically the final step needed for the Ambassadors to be able to use this Multi-sig and its delegated vote power to cast votes on snapshot.
