Add a structured process and remove friction for new contributors of the staking DApp.

Overview

Currently there's no structured process for new contributors to contribute to the staking DApp. This proposal aims to fix that by streamlining the process and making it clear and concise.

How will I make it clear and concise?

• Add a Contribution guideline. This document will specify how to contribute code with the expected format by the core team.
• PRs will have templates and different categories
• Commit messages shall adhere to certain standards

Value to Synthetix

This would more easily attract and possibly retain new contributors by making it fun and easy to contribute code.

Project Implementation Plan

• Add PR templates
• for bug fixes
• for feature implementations
• for documentation updates
• for chores, etc.

• Add documentation to the repo
• Add GH hooks for checking correct format when committing
• Add a CONTRIBUTING.md

Additional Information

This project should not require more than a week. I might require the required credentials to the repo for modifying the PR templates.
