This proposal calls for the election of emergency multi-sig signers for Gro DAO, which is integral for swift decision-making and executing on certain whitelisted actions in case of emergency (see to GRFC Forum Post for full details).
As agreed in Vote 27, the emergency multi-sig will comprise of 4 pod signers (1 from each pod) and 3 non-pod signers, making up a total of 7 signers. During the call for applications only 1 member from each pod submitted an application:
As this meets the minimum pod-signer requirement, Vote 31 will only be taking into consideration the non-pod signer applications received, to fill the 3 remaining positions.
Voting will be conducted via a multi-winner weighted voting strategy on Snapshot, where the top 3 voted non-pod signers will be elected into the emergency multi-sig. DAO members can spread their voting power across any number of choices, being able to express support for as many candidates as they see fit and specify how much they support each candidate. It is advised, however, that DAO members do not express support for more than 3 candidates, and that they consider the requirements and responsibilities guidelines outlined in the GRFC Forum Post when selecting candidates.
Reject all candidates
If Vote 31 is passed, the emergency multi-sig will be set up in the following week(s), with the righftul candidates set up as signers (4 pod members and 3 non-pod members) in a 4-of-7 multi-sig configuration, for a period of 6 months.
Signers who are unable to meet expectations can resign from the role or be voted out by the emergency multi-sig committee or be voted out by the DAO via Snapshot vote. If a signer is voted out, an interim emergency multi-sig signer will be elected by the remaining emergency multi-sig signers, until a new signer is formally elected by the DAO via Snapshot.
The elected non-pod members will receive a stipend of 500 $USDC and 1000 GRO each month, assuming they retain their role for the duration of the 6-month term. This equates to a total of $9,000 USDC + 18,000 GRO for the 6-month term.
There will also be a negligible amount of Eth sent from the DAO treasury that will be used to cover gas fees.
Vote 31 will run for 5 days on a weighted voting basis, during which DAO members have the opportunity to spread their voting power across their preferred candidate(s).
If Vote 31 is passed (i.e. the top 3 voted for options are candidates), the emergency multi-sig will be set up and configured accordingly.
If Vote 31 isn’t passed (i.e. the ‘reject all candidates’ option is one of the top 3 voted for options, or quorum isn't met), there will be another push for suitable emergency multi-sig signers from the community to fill up the remaining spaces.
6 months after the set up of the emergency multi-sig, there will be another election to determine the emergency multi-sig signers for the following term.
