BASv2/BNB 60/40 pool pool that will initially have x0.1 vBSWAP for the first 2 weeks, then reduce to x0.05 vBSWAP indefinitely.

vGovernance: Because adding BAC/BUSD pool and BASv2/BNB pool will dilute rewards of other pools, the decision will be made by Value Community via voting.
