Increase GYRO Staking Rewards

Motivation

As more GYROs are staked, the current reward rate is not high enough to attract more ppl to keep staking their GYROs.

Increase the reward rate by 40 per rebase epoch until it reaches 2040, which will increase APY to be in the range of 5k% to 10k% in 48 hours.
