HIP-9: Forecast - Raising the Roof

Dear HairForce,

Building on HIP-8, in which the Multisig was approved to sell up to $550k of HAIR at a $12mn fully diluted market cap - I am now proposing that we allow the Multisig to sell up to $3mn of HAIR over the counter at a fully diluted market cap of $12mn or higher to potential purchasers.
