HIP-14: Core Monthly Discretionary Spend

Attention HairForce!

Per HIP-2, the core team currently has a monthly discretionary budget of $30,000/month. That budget allows for HairDAO's core team to cover software, content creation, legal consultancy, and additional miscellaneous expenses. However, the $30,000/month budget was set when HairDAO had only raised $300k. Now that we have raised over $3mn, I propose that we increase the HairDAO core team's monthly discretionary spend to $50,000.
