Long-Term Treasury Assets

During rfc-012 we determined Long-Term Assets would occupy 31 percent of our treasury. Prior to that we had acquired assets via RFCs 001, 007, 010, and 008, all appropriate for long-term asset holdings, leaving 12% of our gross treasury to be allocated.

This proposal invests 5% into ftm-btc, 5% into ftm-eth, and 2% added to Steady Beats.
