HIP-28v2b Network Fee Collection

Introduction

This governance vote is to get all the validator on the network to vote for the revamped fee collection feature discussed in https://talk.harmony.one/t/hip28v2-fee-collection/22198

Proposal

Currently, fees are burnt. This proposal suggests collecting fees in the following manner:

• 50% of the fees will be allocated to a multisig wallet for infrastructure costs.
• 50% will be directed to a community multisig wallet.

Each month, the community will decide whether to burn the collected fees or use them to support DApps, developers, repegging, etc. as they see fit.

Achieving quorum

1. Capture the total_stake and validator_stakes from all validators in the network at a given block.
2. Ensure that the sum of all votes (Yes/No/Abstain) received is at least 50% of the total_stake, excluding stakes from known CEXs and large validators who do not wish to participate in governance.
3. Achieve a 66.67% consensus vote (Yes) based on the voting pool in point 2.
