Determine the 🌾 per-block emission rate

This proposal aims to determine whether the current 🌾 emission rate needs updating (currently standing at 1 🌾 per block).

This decision has major consequences on the governance token inflation and overall the project entire roadmap as it also determines when farming rewards and other native incentives expire and can no longer be relied upon.

NOTE: 🌾 token holders may select only 1 preference, and do not need to delegate their voting power balances in this governance phase
