Establish the 🌾-WETH LP farm reap fee

This proposal aims to establish the reap (withdrawal-only) fee that holders deem most appropriate to the interests of Harvester DAO.

The fee (currently 4%) is only applied to LP withdrawals from the 🌾-WETH LP native farm and sees fees redirected to the treasury address, where they are effectively locked up (and so is the liquidity contained in the LP tokens).

NOTE: 🌾 token holders may select more than 1 preference, and do not need to delegate their voting power balances in this governance phase
