Hatters: Freeze Sale Permanently

Summary

This is a proposal for the DAO to permanently freeze the sale and minting of any further Hatters.

Motivation & Rationale

Today the HatDAO launched the "Hatters". Having not sold out within a few hours, the rough consensus in THEM Discord was to freeze further minting. The rationale behind the freeze is a significant increase in rarity for the already minted hatters. (e.g. at the time of writing, only one Alien has been found.) While this implies less funding for the HatDAO directly, it presumably indirectly increases the value of the DAO Reserve of Hatters (1111) which the DAO can still choose to mint at a later time even after a freeze.

Specification

Proposed action upon confirmed vote:

• Call the freezeMinting function in the Hatters contract and thereby permanently freeze.
• Let the DAO mint the missing airdrop to Hat holders from the DAOReserve (1111) using the daoMintReserve function.
