HIP-29: PancakeSwap V3 upgrade

Based on Discord discussions over the past few days, there appears to be community sentiment supporting a PancakeSwap V3 connector: https://docs.pancakeswap.finance/developers/smart-contracts/pancakeswap-exchange/v3-contracts.

Since Hummingbot already supports UniswapV3 and has a Uniswap V3 LP strattegy, the work is to replicate the UniswapV3 code architecture for PancakeV3 so that the UniswapV3 LP strategy works on PancakeSwap.

A community team is willing to do this work for a 300K HBOT bounty:

My partner and I would love to build the V3 connector. My name is Hyder Alkhalifah, I have been in the crypto space since 2014 and a community member of Hummingbot since 2021. I have been using Hummingbot to market make on crypto dot com while working with them, I worked also with Rain dot com as a crypto quant analyst. After I joined the first botcamp, I decided to build a crypto quant fund with my partner, @Yazeed , a quant researcher at IMC trading.

This is Alyazeed. I have been a quantitative researcher my entire career, having studied computer science (B.S.) and computational finance (M.S.) both from Carnegie Mellon University. I have a team of 2 young developers who won medals at the International Olympiad of Informatics and we all look forward to contributing and utilising humingbot.

If this proposal is approved, Hummingbot Foundation will assign a 300,000 bounty to Hyder and Alyazeed to build the PancakeSwap V3 connector.
