HIP-37: CEX Listing for HBOT on Bitrue

Rationale

Hummingbot governance token (HBOT) is not listed on any centralized exchange. The volumes are improving on the Uniswap pools but it's time for the first CEX listing to help improve liquidity for this "true" governance token.
While Bitrue isn't the largest exchange, they are a top 25 spot exchange, have been in business since 2018, and have an 8/10 trust score on CoinGecko https://www.coingecko.com/en/exchanges.
Getting the first CEX listing could encourage other established Hummingbot Foundation exchange partners to list the token in a similar organic fashion as described below.
I've been a long time user of Hummingbot and it helped me build my market making business so I'd like to give back to the community by sponsoring an "organic" listing with Bitrue exchange. I've discussed with Bitrue and I'll cover any additional fees and any HBOT token shortfall if the price trends down and the approved bounty doesn't meet the requested marketing budget.
From the Hummingbot Foundation, Bitrue requests $10K USD worth of HBOT tokens for the marketing activities described below.

Description of Work

As an organic, community driven listing, no listing agreement or legal documents would be required by Bitrue from the Hummingbot Foundation. Only payment of the bounty if approved.

Bitrue's Marketing Proposal for the Bounty

Dear HBOT Community, We are excited to present a proposal for the listing of HBOT on Bitrue, aiming for a seamless integration that maximizes community engagement and awareness. We propose a $10,000 USD budget in HBOT tokens for the marketing, with a commitment that Bitrue will not charge any commission on this amount. The entire budget will be directed towards community-centric initiatives, fostering active participation and interest.

Campaign Breakdown:

BTR Vote Campaign ($2,000 USD worth of HBOT): a. The BTR Vote campaign will strategically leverage the Bitrue community to generate anticipation and excitement leading up to the listing. b. This allocation will be used for marketing initiatives to promote the HBOT listing through the Bitrue platform.
Staking Campaign ($8,000 USD worth of HBOT): a. The allocated budget will be dedicated to a Staking campaign, designed to create enthusiasm within the community. b. Parameters will be carefully arranged to ensure an optimal staking experience for the community. c. A portion of the staking pool will be specifically allocated to a BTR pool, set to launch after the HBOT listing.

Bounty

$10K USD worth of HBOT tokens (at current Uniswap prices that would be approximately 2.2 million HBOT tokens). Since the price fluctuates and the vote needs to be for a specific amount of HBOT, I propose the bounty be set to 2,200,000 HBOT.
