[HIP-26] Cosmos Ecosystem Interface

Summary This proposal is for 1,000,000 HBOT to fund the development of the Cosmos Ecosystem Interface for Hummingbot, to be paid out upon the merge of PRP-5658.

The Cosmos Ecosystem Interface is a scalable abstraction layer of the components used in every Cosmos-related protocol. This interface will greatly facilitate building connectors in the Cosmos ecosystem in the future, for any exchange built with the Cosmos SDK.

Details Each Cosmos-based exchange shares common code which would need to be duplicated in every Cosmos-based connector added to Hummingbot. The implied duplicate development increases needs for capacity, time, funding, and communication for every additional Cosmos-based connector. The Cosmos Ecosystem Interface built by Pecunia.Finance DAO contains the shared components for such connectors.

Benefit Integration of this interface allows much easier development of Cosmos-based connectors in the future for anyone building a connector in the Cosmos ecosystem, than otherwise. Upon such foundation, Pecunia.Finance can continue to build Cosmos-based connectors.

HBOT Allocation We are asking 1,000,000 HBOT to finance the Pecunia.Finance dev team to integrate the Cosmos System Interface with Hummingbot Client.
