NCP-23: Hydration AMM Connector and Polkadot Chain

Founded in 2020 as HydraDX, Hydration is a next-generation DeFi parachain on Polkadot, designed to bring an ocean of liquidity to the ecosystem. Its flagship Hydration Omnipool aggregates all assets into one Automated Market Maker pool, delivering lower slippage, fewer trade hops, and permissioned single-sided liquidity provisioning for DAOs and token issuers. Polkadot, launched in May 2020 by Ethereum co-founder Gavin Wood, is a heterogeneous multichain network that enables shared security, interoperability among parachains via Cross-Chain Message Passing, and decentralized on-chain governance by DOT token holders.
