NPC-24: Spectrum AMM connector & Ergo chain

This is a resubmission for NPC-21 which previously passed in Dec 2024 but was removed in HGP-73. The newly update PRs are aligned with the latest released version of HummingBot.

Work TLDR:

Added Ergo chain as one of the chains supported by HummingBot
Added Spectrum (ErgoDEX) as a new connector
Added support for Ergo wallets and balances drawn from UTXOs
