#5471 (fix) Fixes .gitignore and .dockerignore for the new conf folder structure

This PR addresses some issues introduced by the config management refactor epic PR in handling ignored files. Among others, currently, the password verification file is not being ignored (note that this is not a risk of exposing users' passwords if a file is accidentally committed in the meantime).
