#5286 fix/Bybit_perpetual: best price randomly getting desynchronized

Fix to the Bybit perpetual connector to prevent the balance from getting desynchronized.

• Increase balance update frequency (required because the exchange does not provide balance update events through the websocket API).
• Issue with floating point conversion.
