(fix) binance rate limits and timing

Fixes the rate limits and weight as detailed in the Binance API documentation https://binance-docs.github.io/apidocs/spot/en/#limits Adds the recommended timeout window parameter to improve performance https://binance-docs.github.io/apidocs/spot/en/#signed-trade-user_data-and-margin-endpoint-security Tested with the fixed grid strategy
