[HGP-81]: Add Pacifica Connector to Hummingbot Client

This proposal requests approval to add a new Pacifica Perpetual connector to the Hummingbot Client.

The addition of a Pacifica connector will enable Hummingbot users to interact directly with Pacifica’s perpetual markets—placing orders, tracking fills, managing positions, and automating trading strategies through native Hummingbot workflows.
