[HGP-53] Epoch 7 Chain Connectors Poll

A quarterly poll that places chain connectors into Gold, Silver and Bronze tiers, which define the level of maintenance that the Foundation spends on each chain connectors.
The choices for this poll are the current chain connectors which have Gateway connectors (https://hummingbot.org/chains/)
The Foundation will treat the Gold chain connector as the "gold standard" and map all of its swap and liquidity provision endpoints and support instances on all major chains. For the Silver, we will utilize HBOT developer bounties to fund improvements and fixes.
Any other chain connector that meets the Minimum Voting Power threshold is a Bronze chain connector. The Foundation does not maintain Bronze chain connectors nor will we allocate bounties for them, but they may be maintained by a member of the community.
Rather than fixing allocations for the Gold and Silver tiers, we propose to allocate HBOT bounties among the connectors for each Poll based on their pro-rata voting share, albeit with a maximum allocation cap. This per-exchange amount would be a public HBOT maintenance bounty allocation which the Foundation will use to fund bounties for bug fixes and upgrades related to that exchange's Hummingbot connector. HBOT holders could also spend this allocation by proposing exchange-related bounties via HIP. Chain connectors that don't meet the Minimum Voting Power threshold (200K) will be removed from the codebase.
