HGP-77: Simplify Hummingbot Governance

This proposal consolidates the current 4 proposal types (PRP, NCP, HIP, HGP) into a single Hummingbot Governance Proposal (HGP) type, removes quarterly polls, introduces a structured discussion + voting flow, and streamlines the Board of Directors' role to annual budget approval.

Background

The Foundation has achieved financial sustainability in 2025, with net income of +$104,459 through October 2025, compared to losses in previous years. This stability provides the foundation to simplify our governance system.

The current system maintains 4 proposal types across 4 Snapshot spaces, each with different quorum requirements and minimum balance thresholds:

• Pull Request Proposals (PRP) - hbot-prp.eth
• New Connector Proposals (NCP) - hbot-ncp.eth
• Improvement Proposals (HIP) - hbot-ip.eth
• Governance Proposals (HGP) - hbot.eth

Additionally, HBOT holders participate in quarterly polls (CLOB CEX, CLOB DEX, Gateway DEX) lasting 14 days each.

This fragmentation creates overhead for voters, makes governance harder to follow, and dilutes participation.

Proposed Changes

1. Consolidate to Single Proposal Type (HGP)

Eliminate PRPs, NCPs, and HIPs. All governance decisions go through the main hbot.eth Snapshot space, including:

• Adding a connector for a new CEX, DEX, or blockchain network
• Funding a bounty to improve the codebase
• Removing a connector for an existing exchange or blockchain network
• Implementing programmatic HBOT buy-backs or other token initiatives
• Electing Board of Directors annually

3. Structured Discussion + Voting Flow

Discussion Phase (2 days minimum)

• Proposer creates a thread in the #proposals channel on Discord
• Thread must be posted at least 48 hours before the Snapshot vote goes live
• Community uses this time to comment, suggest revisions, or surface issues

Voting Phase (3 days)

• After 48+ hours of discussion, proposer may open the Snapshot vote
• Snapshot voting lasts 72 hours

Total time per proposal: ~5 days (vs. previous 7-day vote-only process)

4. Remove Quarterly Polls

Connector inclusion and removal will be handled through standard HGP proposals, enabling:

• Adding/removing connectors at any time rather than waiting for quarterly cycles
• Supporting as many exchanges as possible without arbitrary caps
• Eliminating fixed per-exchange maintenance budget allocations

5. Streamlined Board of Directors

• Change Board meetings from 4x per year to at least once per year
• Board's primary role: approving annual Foundation budget (projected revenues vs expenses)
