[HGP-50] Increase Epoch Poll voting period to 14 days

Summary

Epoch Polls are the most important and influential proposals on Hummingbot. This HGP intends to increase the voting time from seven to 14 days to ensure broad participation of the community.

Limitations

• The default voting time for HGPs is 7 days. This proposal does not intend to increase the enforced voting period of other HGPs besides Epoch Polls.
• This proposal also does not intend to create a new type of proposal. Much more, it could be realized by giving governance the option to choose periods between 7 and 14 days for HGPs.
• If this proposal passes, the next set of Epoch Polls should enact the 14 days voting period.
