[HGP-45] Proposed Epoch 6 Governance Changes

Proposal Summary:

Building upon Hummingbot Foundation's rich history of iterative governance, three major changes are proposed for Epoch 6:

1. Chain Connector Voting Introduction: Voting for Chain Connector inclusion and support.
2. Bounty Allocations Definition: Allocation of 400K Gold and 100K Silver bounty amounts dedicated to connectors.
3. Adjustment of Connector Inclusion Threshold: Proposed increase to 200K HBOT from the current 100K HBOT.

Detailed Changes:

1. Revised Focus on Connector Voting:

After reviewing feedback from Epochs 1-5, it's evident the community highly values connector voting, in tune with the evolving decentralized landscape.

Proposed Modification:

• Inclusion: Introduce voting for Chain Connectors.

Future Voting Categories:

• CEX: Centralized exchanges like Binance, Gate.io, Kucoin, etc.
• DEX: Decentralized exchanges like dYdX, Uniswap, etc
• Chain: L1 and L2 blockchain networks such as Ethereum, Polygon, Arbitrum, etc.

2. Bounty Allocations Concept:

• Purpose: Enhance transparency in the governance process by earmarking specific HBOT amounts for connector-related bounties.

• Allocation Proposal:

  • Gold: 400,000 HBOT (1 per poll).
  • Silver: 100,000 HBOT (3 per poll).
  • Bronze: None.

• HBOT holders can forward connector-specific bounties through Improvement Proposals. Simultaneously, the Foundation will initiate bounties for Gold and Silver connectors. Bounties' permanence is expected, though the Foundation retains modification rights.

3. Change in Governance Parameters:

• Renaming 'Minimum Voting Power Threshold' to 'Connector Inclusion Threshold' - a benchmark vote HBOT connectors must achieve for next Epoch inclusion.

• Proposed Adjustments:

  • Connector Inclusion Threshold: Increase from 100K to 200K HBOT.
  • HBOT Balance for Governance Proposal Initiation: Raise from 50K to 1M HBOT.

This proposal underscores the Foundation's commitment to reflecting the community's wishes and efficiently utilizing resources. It's imperative to ensure Gold and Silver connectors reflect genuine utility and community preference. The proposed governance adjustments are tailored to emphasize the importance and value of each connector within the Hummingbot codebase.
