HGP-86: Add Bounty for Hyperliquid HIP-3 Implementation

Summary

This proposal requests approval to reward the contributor who successfully implemented Hyperliquid HIP-3 support in Hummingbot, delivered via PR #8061.

The implementation enables Hummingbot users to trade HIP-3 builder-deployed perpetual markets, expanding access to a new class of permissionless derivatives markets on Hyperliquid.

Hyperliquid introduced HIP-3 (Hyperliquid Improvement Proposal 3), enabling:

• Builder-deployed perps with custom configurations

HIP-3 markets use a namespaced format (ISSUER:ASSET-QUOTE) and require specific handling in trading systems like Hummingbot.

This PR integrates that functionality into Hummingbot, ensuring compatibility with these new markets.
