[HGP-78] Add PumpSwap AMM Connector and Give 400K Retroactive HBOT Bounty to Developer

Description

This proposal requests approval to add a new PumpSwap connector to Hummingbot Gateway and allocate a retroactive bounty to the developer who submitted the pull request.

PumpSwap is a decentralized exchange built on Solana by Pump.fun, the popular memecoin launchpad. Adding this connector enables Hummingbot users to execute swaps, quote prices, and provide liquidity on PumpSwap pools directly through Gateway.

Bounty Rationale

• Community Demand: A connector to Pump.fun has been frequently requested by the Hummingbot community
• Bounty Precedent: The proposed 400,000 HBOT bounty is consistent with bounties allocated for other Gateway AMM connectors.
• Open Source Contribution: The developer submitted the an open source pull request containing the connector code and worked with the Foundation QA team to address issues, despite no promise of any bounty. Rewarding this type of open source contribution sets an example for other developers.
