HGP-17 [GC] Gov/legal changes to Foundation bylaws

Foundation and Caymans legal counsel has reviewed and marked up changes to the Hummingbot Foundation bylaws to conform with recent governance proposals and to align the bylaws with Caymans policies and procedures.

The main changes include:

• Reflect recent governance proposals that adjusted proposal duration and quorum calculation
• Set 12 month term for Board of Directors
• Modify dispute resolution language to conform to Caymans policies
